The electons present in the metal are loosely bound whereas the electrons in glass are tightly bound with each other.
When electricity is applied, the electrons in the metal start flowing from one end to the other end of the metal but being tightly bound, the electrons in glass cannot move freely.
This makes metal a good conductor of electricity.

because metals have a large no. of free electrons in their mean position whereas glass has practically no free electrons Thus we can say that metals are good conductors of heat and electricity and glass is a bad conductor of heat and electricity or an insulator
