Because Countries in the middle east have become rich only with the help of the resources availabe. They are not developed because they lack other developmental facilities such as health care facilities, education, etc.

In middle east countries there are some few very rich people who earn more than half the income of the total country they belong to. However the remainder population earns comparatively lesser. Thus the per capita income increases due to the few rich people and not the population as a whole. Thus even though the middle eastern countries seem to have a good per capita income, they are not considered to be fully developed.
