There should be lactose bacteria to make it... If the presence of bacteria isnt there then it would not... If lactic bacteria is present but it needs particular temperature to get it converted

Freeze lowers the temperature of the milk so the bacteria responsible to convert milk into curd can't able to do so due to inappropriate temperature....
