Answer:

Milk is an emulsion of water, sugar, fat, protiens and minerals. When we boil milk then its composition breaks down and the fat, sugar, protien and minerals come above to the surface because, they are comperatively lighter than the water part. The sugar, fat, protien and minerals clot and clump together and form the cream layer over the surface. And when the water from the water layer tries to be evaporated then it creates pressure on the creame layer due to be getting obstacled by the cream layer and as result the creame layer comes up and the milk falls down.

In case of water there is no compound to create obstacle during the time of vaporization as a result it can get directly mixed with the air and does not fall during the time of boiling.
