Why MNCs set up there offices and factories in those regions where they get cheap labour and other resources

Because they wanted ti earn more

They do so bcoz they prefer such areas where there is skilled &  unskilled labour available at low costs. they did not need to invest more capital & money for setting up factories. they can make profits. in addition, MNCs select such countries where the ,local govt. properly look after the interests of MNCs.
