Cyclones do originate in the
Arabian sea. The reason they are more prevalent in the Bay of Bengal is
because they make landfall on the eastern side of the peninsula.
The difference in salinity in my opinion isn't enough to prevent cyclones from becoming. There might not be too much variation on the eastern and western side of the continent in terms of evaporation.
