why most of the industries are located near temperate regions​

While I am not an expert on the issue, I think these factors make Temperate regions more suitable for Industrial clusters(In India too, Solan in Himachal Pradesh can be an example)

1)In warmer or Hotter areas, when temperature increases beyond 40 C, it can be very tough for workers and even others to handle processes that cause even more heat.

So, even setting up Initial phases can be tougher.

2)In hotter areas, we would also have a higher water and electricity demand.(Air-conditioning etc)

In temperate areas, this need will be less except in extreme cold conditions.
