Actually most rivers are offered better terrain to flow into the Bay of Bengal than the Arabian sea. The continuous stretch of the Western ghats forbid the free flow of rivers into the Arabian sea, the eastern ghats on the other hand are not that continuous in nature hence providing better relief fetures for rivers to flow. Hence there are more rivers flowing eastwards.
