Solid NaCl or common salt does not conduct electricity because there are no free moving ions. However,when NaCl is dissolved in water, it breaks up into Positive sodium ions ( cations ) and negative chloride ions ( anions ).

Though NaCl is composed of ions/charged particles in solid state the ions cannot move freely.
But aqueous or molten solution of NaCl has free ions which help in the ionic conduction of electricity.
