This is because, The antibonding electrons cancel out the effect of bonding electrons pairs. Thus causing destructive interference ( Might learnt in Physics). Thus the number of Antibonding electrons pairs are exactly equal to bonding electron pairs. Giving us a bond order zero. That means no bond can be formed. you can verify the result by calculating. Just substract the Antibonding electrons pairs from bonding electrons pairs. And you get Zero.
Hence Neon cannot form a diatomic molecule.
