Why no we count the number of neutrons to find atomic number of the element?

We do not take number of neutrons because sometimes number of neutrons in an atom can vary.

Number of protons is always equal to number of electrons in an ATOM.

For example flourine has 9 protons,9 electrons but 10 neutrons.

So its atomic number is 9 but mass number is 19.
