Why non conservative force called dissipative force

A conservative force is a force that does not remove mechanical energy from the system.

Non-conservative forces do remove mechanical energy from the system.

Examples of non-conservative forces include air resistance and (kinetic) friction.

Note that non-conservative forces do not have potential energy associated with them because the energy is lost to the system and can’t be turned into useful work late .

These  non-conservative forces take energy away from the system as the system progresses, energy that you can’t get back. These forces are path dependent; therefore it matters where the object starts and stops.
