First, remember the basic equation: protoplasm = cytoplasm + nucleus. From this equation we can simply say that the jelly like substance is none other than the cytoplasm.
About being heterogeneous; the cytoplasm is described as the ‘space’ between the cell membrane and the nucleus. It is composed of water and other tiny macro molecules which we call cell organelles. I guess that explains and dissects the heterogeneous nature of the cell cytoplasm.
