Yes ozone is a polar because the three oxygen atoms are not attached to each other in a linear fashion. The ozone molecule is bent. This means its electric dipoles can't counterbalance each other. Thus the molecule has a net dipole that renders it polar.
On the other hand O2 is non polar because it has non polar bond i.e. the double bond between two oxygen atom. Bond polarity is determined by the difference in electronegativity between the two atoms that form said bond. Therefore O2 is non polar in nature..
