Why OBC open catagarie person whose father income about 5 lakh ,they did not go to the JEE exam or IIT exam?give me your opinions

may be they think that they will get easily admission bcoz of their caste.i think discrimination btn caste should not happen in India.its injustice to open caste I think they should give admission by seeing annual income bit caste.it would help India to develop fast. it's nt necessary that all open caste ppl are rich. many of them are poor than backwards classes ...no other intentions behind this.i have jst expressed my veiws.
