The bonding elements such have ssufficiently small and similar atomic sizes to form such bonds. Heavier elements of the same period (such as fluorine) satisfy their valencies thorough one bond itself. Further, formation of two bonds gives them a positive formal charge. Hence they don't prefer forming multiple bonds
