Because all the above coins have the inertia of rest
You will need the influence of force on a much more time on the stack to make every coin fall

Due to inertia of motion the Stricker hits the least coin of the pile and applies a force on the last coin which makes only it to move. And due to inertia of rest the rest of the coins will be motion less.

This is an example of inertia of rest.
The coins stacked on the coin which is hit tends to remain at rest (due to inertia) and hence they do not move and stay at the same position so the coin targeted only moves.
The coins stacked are at rest and tend to remain at rest until an external force isnt applied..
