Open circuit tests are conducted at rated voltage. Although theoretically, we can conduct open circuit test on any side of a transformer. It is difficult to provide a power supply that can generate a voltage high enough to conduct open circuit test on HV side. ... So open circuit tests are conducted on LV side.
