Musharaff cannot be called a Democracy:

(i) People in Pakistan have elected
representatives to the National and Provincial Assemblies but those elected representatives are not the
real leaders.

The power to take final decisions rests with army officials and General
Musharraf.

(iii) They formally have an elected Parliament and government. The work of the
Civilian Cabinet is supervised by the National Security Council which is dominated by
military officials.

(v) Pakistan under Pervez Musharraf should not be called a democracy because under him, Pakistan went under military rule

Answer :
The reasons are :-
- People may have elected their representatives but they were not the real rulers of the country.
- He changed his designation to President later and in 2002 held a referendum that granted him a 5 year extension.
- The work of civilian cabinet is supervised by a National Security Council dominated by military. After the law was passed, elections were held to the assemblies.
- In August 2002 he issued a Legal Framework order amending the constitution of Pakistan. Now the president could dismiss the national or provincial assemblies.
- So even though there was an elected parliament, it had no real powers and thus this cannot be called a democracy.
