because there is a military rule and he is not choosen by the public. and in democracy the representative is choosen by the public.

(1) General Pervez Musharraf led a military coup in October 1999 .he overthrew a democratically elected government and declared himself the chief executive of the country.
(2). later he changed his designation to president and in 2002 held a referendum in the country that granted him a 5 year extension.
(3). under a "legal frame work order " that amended the constituation of Pakistan. the president can dismiss the national or provincial assemblies.
(4) the work of the civilian cabinet is supervised by a national security council which is dominated by the military officers.
(5). but the final power Rests with military officers and general Musharraf himself.
by this we can say that Pakistan is non democratic under General Pervez Musharraf.
