Pervez musharraf led a military coup in 1999. He overthrew a democratically elected ruler and placed himself as the President of Pakistan.
So it cannot be called a true democracy bacause he became the President of Pakistan without any election or public opinion and removed an elected party.

As there was no freedom of speech. Anyone caught expressing view against d govt could b jailed for as much time as the military leaders wished. There is no freedom of expression or media. No fair elections are held.
