1) General Pervez Musharaf overthrown a democratically elected government and declared himself the chief executive of the country.
2) He changed his designation to president and in 2002, held a referendum in the country that granted him a five year extension.
3) in August 2002, he issued a legal 'Framework Order' that ammended the constitution of Pakistan. According to this order, the president can dismiss the national or provincial assemblies.
4) The work of a civilian cabinet is supervised by a National Security Council which is dominated by military officers.
5) Pakistan has had elections, elected representatives have some powers. But the final power rests with millitary officers and General Musharaf himself and none of them is elected by the people.
The Pakistan under the leadership of Musharraf was not a democratic country because he overthrew the democratically elected government and became the head of state and government. So he was not elected by the people, which is against the principles or ideology of democracy. Though the people elected their representatives in provincial and national assemblies, but the final decisions were taken by military. In 2002, Musharraf held a Referendum in Pakistan which granted him a 5 year extension, but it was a fraud and rigged. All this shows that Pakistan under Musharraf was not a democratic country.
The today's Pakistan is somehow a democratic country. The people elect their head of the government which takes important decisions in the country but the interference of army can not be ignored either.
