Parliamentary democracy envisages a cabinet form of government with a president as a titular head (and a governor in the states) with responsibility of ministers to the parliament.
The will of the people as expressed through the parliament, is executed through the ‘executive’ consisting of the political executive and the administrative bureaucracy. All executive action is taken in the name of the president of India in the case of the central government (or the governor in the states). All executive action taken in his name must be in accordance with the Constitution.
