in water the intermolecular attractive forces are less when compared to that in ice , and attractive forces decrease the energy of a particle thus in ice beacuse of more intermolecular attractive forces the energy of particles is less.

the particles in ice have more energy compared to thewater at 0°c because ice have energy in the form of latent heat of fusion which is equal to 3.34×10^5 joules/kg.
