According to the grazing act, The British had levied tax on pastoralists that each time an animal grazed, they had to pay tax. This made pastoralists hate this act. They hated it because it was against their customary practises. It also added an additional burden on the pastoralists. It lead to their economic crisis, which made them sell their cattles to take loans.
