patna receives heavier rain than delhi due to
decrease in the humidity of the monsoon winds. monsoon will decrease from East to West and Patna is in East so it receives heavy rain and Delhi is not in east, it's only near so it receives less rainfall as compared to Patna.

Explanation:

Patna receives heavier rainfall than Delhi, because Patna is situated near to the Bay of Bengal. When the Bay of Bengal branch of Southwest monsoon enters India it first go over Patna then reach Delhi.
