why pbcl 4 is less stable than pbcl2​

Pbcl2 is more stable

Explanation:

This is due to poor shielding effect of dblack and fblock. electrons in sblock are held more strongly hence they cannot be removed hence it gives out 4 as its valency. Also due to inert pair effect the higher oxidation state of the group is unstable hence Pb+4 is unstable
