why people had to leave houses due to construction of dam?

There are so many risks that opposes him to leave there house...as
1. Due to dam there are high chances of earthquake in that area.
2. accidentally if it get damaged it distroy the all things as houses as husk..
3.during construction try get disturbed for to many years of construction
