An acidic substance is something that can produce a hydrogen (H+) when in water.
But alcohols does not give H+ ions easily to form alkoxide ion which is not stable and readily take the H+ ion and form alcohol again.

here is your ans-
because phenaol has (OH- ). ATTACHED TO ITS BENGENE RING ,. which shows acidic nature.
while on the other hand alcohol , here is considered as a functional group, which are
neutral in nature.
