In phenoxide ion, the negative charge on oxygen atom get delocalize by resonance. Therefore phenoxide ion is stabilized by resonance effect. Whereas in hydroxide ion no such resonance is possible and there is no other effects which stabilize the OH- ions.Hence hydroxide ion is less stable than phenoxide ion.
