Why photoelectric emission is not possible at all frequencies?

This is because the emission of electron needs energy and we know that
energy = (planck's constant × speed of
light)÷ frequency
so as we decrease the frequency the energy of light wave increase so it is not possible to emit electron at all frequncies.
