why Photon is not deflected by electric and magnetic fields

Photon is mass less neutral particle (some times). Electric and magnetic field acts only on charged particles (electrons, ions and protons). So electric and magnetic fields can not deflect photons. Mirrors, lenses and prisms are used to deflect photons (light).
