Pinochet( Dictator of Chile) was over-confident that he would definitely win the referendum.
He thought since he had ruled for a long time , the people would have forgotten about democracy.
But, he was wrong and the rejected his proposal.

the thing is that he was just the dictator, not the actual president or anything

Pinochet thought that after 17 years of his rule everyone will accept him as a leader and he felt confident that he will get yes in the referendum but everyone said no.

look he was the leader because of the military coup which means that the people were didnt asked him to rule. so holding a refrendum means that he will get the vote of the people but that didnt happened.
