Stars are much farther away from earth than planets. If we take planets as a group of point sized sources then the refractions suffered by these cancel out each other and we see planets as stationary. Hence the light entering our eyes does not change and planets don’t twinkle.

the distance of the planets from the Earth is not so large hence the atmospheric refraction don't effects it's position in large extent and the planet doesn't twinkle.
