Why pure water do not conduct electricity and why pure water have PH value 7?

The pure water does not contain ions in it it means there is no movement of electron. And movement of electron is the main reason for the conductivity of electricity. So pure water don't conduct electricity. It have pH value 7 because it is neutral

a solution only conduct electricity when there is presence of ions in it.Normal water or pure water does not conduct electricity because there are no ions present in it. However,pure water conduct electricity when some strong acid,base or salt is mixed with it,for example:HCl,NaOh...etc..
A substance which is neither acidic nor basic is called a neutral substance and it has pH =7 and gives green colour in pH solutions.
Water is neither acidic nor basic so it is neutral and it has pH of 7.......
