here density refers to how fast does the light ray travells.
if density increases than velocity of light ray becomes less because it causes some obstacles for travelling of light.as we know that velocity and refractive index is inversely proportional.so as velocity decreases refractive index becomes increases and vice versa.
=density∝refractive index 1/∝ velocity
