They are cheap. Hence, have been affordable since ages. Back when this trend started Indians weren't rich enough and the whole concept behind uniforms is to maintain 'uniformity'. The school authorities didn't want to discriminate among rich and poor and hence asked every girl to tie up their hair using ribbons.

Somehow the trend stuck. We've been believing in 33 crore gods and goddesses and worshipping them since ages without any logical explanation behind it. (Completely from an observer's point of view. No offense intended. I worship a few myself. ) It's kind of a #JustIndianThings. We always end up blindly following and never questioning.
