Rolling resistance of a wheel depends upon the vehicle load and ground condition. This is because the more the load the more the resistance will be. Rolling resistance is nothing but rolling friction. So if the ground is smooth then there will be less resistance and if the ground is rough there will be more resistance due to the excess energy expended in using to move the object over such irregularities.
