Shielding effect increases as force between nuclear charge and valence electron decreases.
As number of electrons in valence shell decreases, the force of attraction between nuclear charge and valence shell decreases. This cause the shielding effect to increase.
Shielding decreases as valence shell get filled because nucleus pulls the valence electrons tighter.
