why Shifting cultivation was banned by Europeans

1) While practicing shifting cultivation land become unfit from growing Timber yielding trees for Railways .

2) there was a danger for other trees being burnt down , spoiling valuable Timber because of forest fires.

3) It was difficult to calculate and collect taxes
