Shimla is situated at 2280m abobe sea level. It is likely to be 14–15 degree cooler than any city at sea level.
Besides altitude, another factor is latitude, sice shimla and Nainital lie north of tropic of cancer, they do not face sun overhead in any season. (This factor of course is of less consideration than altitude)
Moreover, Shimla has adequate greenery that keeps it cool. I assume that must be the case for rest of the hill stations.

Nainital is cool even in hot summer because of altitude and it doesn't faces the sun directly in any season
