Hey there,
Usually, its to avoid contamination of the dry waste by the wet wastes. Dry wastes, inorganic or organic (may have a low percentage of moisture) can be easier processed which could be involved separation by trommels, vibrating screens, separators, centrifuges. That lowers the cost of recycling. Depending on what kind of dry wastes, it is possible to get a gate or tipping fee. If the dry wastes get wet, some recyclers will reject because it will then cost too much to recycle. If the dry waste is organic and to be used as a fuel, then wetness lowers the calorific value.
