Democracy is for the people , of the people and by the people ( quote from Abraham Lincoln).

Govt exists at the pleasure of the Govt. People are supposed to hold the Power , they lease it only to a set of people for a specified period to implement their common agenda.

All the Policies should have the approval of people. Instead of a referendum on each and every Policy , they are supposed to get the mandate of the representatives of the People sitting in the Legislature.

Unfortunately , the elected representatives are mute , bound by their loyalty to theLeadership.

So it is the responsibility of the Govt to inform & take the views of all the people on all the issues in best possible way.

Govt can not think that they know better and ignore people or that having got a majority they can thrust their policies on people
