It meas that all SI units are derived from finite basic units with no other factor than one (1).
For example,
F=ma⇒1N=1kg×m/s2
W=Fs⇒1J=1N×m
However, in other systems, this is not true.
For instance, in metric engineering units, the force is measured by kilogram-force (kgf). A factor of 1kgf9.80kg×m/s2 must be used.
Well known coherent systems are SI, CGS and MKS (a subset of SI now). all metric units.
