why simply increasing grain production for storage in warehouses cant solve the problem of malnutrition and hunger

I can think of 3 reasons:
- land is still finite: with a growing population, more land is needed for housing, so there is less room for farming.
- in many African countries, hunger is a problem due to poor growing conditions e.g. drought / flooding
- in tsunami-prone countries, much of the soil is infertile due to salt deposits from seawater
