The sky looks blue because of the dispersion of white light when it enters the atmosphere.
During dusk and dawn, white light from the sun travels the most distance to reach our eyes or because of the angle to which the white light is coming to the atmosphere. So when this light enters, most of the colours get dispersed (similar to a prism) but we can see a orange-red sky as red doesn't disperse a lot due to its short wavelength.
However, during the afternoon period we see the sky as blue. Now, the white light has to travel the least distance to reach our eyes. So the colours are not so dispersed. Blue has a longer wavelength then red, so during this time when the light is not so dispersed we can see the sky as blue.
