it depends on their characteristics as some can decompose easily so that belong to biodegrable and some which cannot decompose easily belong to non biodegradable waste...
and also it is because to make it easier for municipality all garbage collectors...

♤ Substances which are organic are biodegradable.Exmaple :- Agricultural waste
♤ Substances which are inorganic are non bio degradable. Example :- Polythene bags
♤ Decomposers can utilise organic substances as their food while other substances cannot be utilised by Decomposers as food .
♤ Due to this reasons some substances are biodegradable while other are non bio degradable.
