Group 17 elements have 3 electrons in its p orbital 1 in each subshell. Due to this configration its gains extra stability. So when you try to ionize a 15th block element you have to supply that extra energy too. In case of 16th block element they easily loose 1 electron to achive that extra stability . So first ionization energy of 16 block elemenst is lower than that of 15th block elements.
