pure substance is a substance in which all particles that make up the substance are identical
sugar is a pure substance as all sugar crysrals are identical , and have same taste . no matter which part we take for examination . all particles are identical . so it is pure substance

milk is not pure substance because it is primarily made up of water and it also consists of fats and proteins . it appears to be homogenous mixture . but it is collidal as it easily scatters beam of light . moreover pure substances don't scatter light but milk scatters it . so it is not pure substances
