this is because, at sunrise & sunset the sun is near the horizon. hence the rays of sunlight coming from the sun cover a longer distance. as a result all the shorter wavelengths get scattered and only red light is visible-thus sun appears reddish and oval in shape.
It is due to the refraction of sunlight as it travels through Earth's atmosphere. Refraction of light by these layers can make the sun appear flattened or distorted. Objects closer to the horizon are raised upwards most and the lower limb of the Sun is raised more than the top making it appear oval.
however, at noon the sun is overhead and the sunrays travel a comparatively shorter distance. The rays of light from the sun enter earth's atmosphere normally. Therefore, they suffer no refraction or bending on passing through earth's atmosphere. Hence the sun appears circular at noon.
